tesla coil and head scratching

i have an issue with this coil. . . . . . .

it doesn't work.
(thats my frennd back there not me)

here is the power source (4 mots)

and its ballast (1 mot)

the cap (16 layers foil 17 layers 1/2" glass)

the arsg rotor (non synchronous)

yes i know there is no primary in the pic its 12 turns 10 awg
it at least attempted to work with a 3 by 7 secondary but this one (3 by 20) does nothing!!! would it help to use the 4 by 16 coil im about to rewind it into? wat else can i do? im working on the sg and ive been using a heating element now for a ballast 1600 watts (no help) c'mon i need some tips
